my task bar goes to the top of my screen frequently for no apparent reason and I have no idea how to get it back to the bottom...help!! I've tried dragging it but it only goes halfway down the screen.

What you need to do is, using your mouse and the left button, click on the task bar in a space where nothing is and keeping the left button down move your mouse to the area, top, bottom, left or right you want the task bar to be..

Even though it only goes halfway down the screen, have you tried dropping it (releasing the mouse button) and see if it gets put back at the bottom again? I would suggest doing this if you haven't tried yet.
Otherwise make sure it isn't locked (right-click on your taskbar and make sure "Lock Taskbar" doesn't have a check mark next to it)

'Right click' on the the taskbar and click on the link saying 'lock the taskbar' if there is a tick by it. Then drag the taskbar to the bottom. If there isn't a tick you should be able to drag it straight back down to the bottom.

Drag it from the end to the side. Once the bar is on the side, drag it from the bottom to the bottom.

One thing you can do is once you get it back to the bottom right click on it and lock it. That will keep it from moving.
And moving your mouse down to it only works if you have chosen to hide it. Otherwise it does nothing.
