There are two mutual sources for this. First, the numerological explaination. 7 in Jewish mystic numerolgy is a symbol of perfection. Since G-d is perfect, G-d would have presence most strongly in the 7th Heaven, as it would be the perfect place, thus, the only place G-d could fully be. The other is the gnostic explanation. The gnostics teach that there is the one physical plane and the seven astral planes. The highest of these astral planes is a place of perfect knowledge and intellect, it is to finally break past Sophia (wisdom) and see the truth She has hidden. So once again, the seventh is the highest, the container of the ultimate truth.

The notion seems to have been Babylonian and developed by the Jews during the time of exile. It was based on astronomical theories and in Judaism the seventh heaven is the place of utter bliss, the abode of God, the other six falling progressively short of this. Islam took up the idea of the seven heavens and it is believed to be contact with Islamic ideas which brought the expression into English as referring to a place of utter bliss and delight. In Hebrew literature GOD created the earth in six days and rested on the seventh day. Seven is considered the perfect number.This is why they call it Seventh heaven. another note is that six is not the devils number. it is the man's number. The notion of 666 from revelation as the devil's number comes from a famous doctrine which most accept. but if one studies more closely we will find a I opener. i hope this was helpful.

Well there is 7 Heavens and 7 Hells, each Hell and Heavens are prescribed to different people. The first Heaven are for those who were good and did good. The seventh Heaven is for those who did excelent and studied divine truth. And so the Hells are the same, the first Hell for those who did bad and the second Hell for those who did more bad and so on.
This is described in depth in the Quran i have only given you 5% of what i remember. Even if i gave the full detailed answer most people wont read it so therefore i think it will be better for them to research it and think for themselves

St.. Paul wrote of being "caught up to the THIRD heaven", indicating the Heaven were God's throne is located. [First heaven, our atmosphere; second heaven, the cosmos; third heaven, God's ]
Seven is considered the 'number of perfection or completeness".
Therefore "seventh heaven" could be a figure of expression meaning the highest heaven, the heaven of total perfection.

Islamic tradition also recognises seven heavens in Paradise (Arabic:Jannah), The highest level of heaven is Firdaws (ÙردÙس), which is where the prophets, the martyrs and the most truthful and pious people will dwell, as stated in the following Quranic verses utilizing rhetoric to place emphasis on the magnificence of God.

Well, they're up to Heaven, v7.0 right now.
Heaven 5.0 was okay, but there were some script vulnerabilities that made it susceptible to demonic hackers.
(Rumor has it they are working on a Heaven 8.0, but it's still in the beta version, and not ready to go live just yet.)

i think many people believe there are 7 levels to heaven so with 7th being the ultimate ... then this saying would show that whatever they are feeling is too great for words
i know a few faiths do feel that there are 7 levels
