Along with what the others said on sinuses and the like, I'd like to point out that often cold weather accompanies dry weather. (as there is less H2O in the air when it's cold because of less evaporation and so on)

So, that air low in humidity may "dryen" the inside of your nose, wich is meant to be humid, thus causing pain and maybe even bleeding. The same as your lips get cracky and dry in winter time.
Also, the blood vessels in our inner nose tissue are somehow fragile. Breathing really really cold air may "burn" them by the cold a little, and thus the pain.

I'm not an expert tough, but maybe a good scarf could improve things up! :)

In any ways, good luck with your problem! ^_^

if it is external it is due to the constriction of the blood vessels in your nose decreasing the blood flow to that area
if internal the cold air constricts the circulation to the sinuses and causes excessive irritation to the area
when out side cover you nose and mouth allowing the warm expiration of your breath to warm the air

inside if it hurts as mine sometimes does it is also caused by the environment being a little for cold for you
so keep the temperature at an even comfortable level
you could also try a humidifer to help warm the air inside
air warms when there is moisture in it

Assuming it is up your nose and not on the outside, it is probably your sinuses. When its cold they can sometimes inflame and it feels like a burning sensation up your nose. I get this and I use olbas oil in some hot water to unblock them. You can also buy a special inhaler thing from boots which does the same job. If it is on the outside of your nose than your probably just freezing. Get a scarf and dress up.
