You haven't shared the age of the dog... believe it or not, some breeds that carry the gene for blue eyes will actually have some pups with blue "spots" in their eyes, while the rest of the eye remains brown... but this color is evident at a very early age. And its just pigment.. no biggy.
However, take your dog to the vet to be sure, it could be scar tissue from a scratch, start or a cataract, an infection or something else.

My dog scratched his eye and it appeared as a white spot. The vet gave him some drops, but said it can also clear up on its own. If his eye seems sensitive, take him to the dr.

OH DEAR!!
Spots are indicative of more serious fungal infections as compared to bacterial infections.
You need to get him to the vet post-haste for an eye exam.
He can EASILY lose the sight in that eye with a fungal infection.

it could be an infection, that he has acquired, and should be seen by the vet. Eithor that or he could have scratched his eye while playing and then he would also need medicine to help heal it quicker and less painful.

how old is the dog? it sounds like he is devloping cadaracts on his eyes if you go to the vet they will do an eye stain and tell you for sure.

could be the starting of a cataract (look up the symptoms on the internet and if your dog has it go and see the vet) it could be removed before he gets blind if it is a cataract that is
