Crows feet (eyes), age spots (hands) and what is commonly called the Turkey Neck are all signs of aging.
But they are not foolproof. I would have won money from the guy at the bar -- no one ever guesses my age and they are usually a decade off!

I go with the hands they tend to be a true sign of a woman's age. There are some factors that can alter the appearance for instnace if a woman is overweight her hands may appear smoother. Too many women are now including their necks in plastic surgery. So I think most often the hands are a give-a-way.

This is true. Women use their hands alot. These are the first places our body starts to show age. You can also tell by the texture of the hair too. Notice the hair of a child vs. a grown up vs. a granny. The older we get, we've used a more and more chemicals on our hair. Which this of course puts stress and damage on the hair, like the neck and our hands.

Unfortunately, for most women, we start to lose the collagen and elasticity in our skin, so necks and under the eyes are usually pretty good indications of age... although I would guess that in a bar, you can be pretty sure that the age range is still within a particular set. So he's got at least two factors working in his favor to help him guess fairly accurately.

There is credibility to what you were told. I would give this method a better than 75 % chance of being right within 4-5 years.

Neck is usually the easiest way to tell; if you can't see the neck, then hands.
P.S., how did you know that he was guessing correctly? I wonder. If you can find that many women in one place who are willing to be forthright about their ages, then you are quite fortunate! :O
