The change in humidity is probably what is causing your dry skin. Drink at least (8) 8-oz glasses of water a day, preferably more in this case. Also, buy a humidifier for your home which should help a great deal, especially this winter. When you get out of the shower in the morning, don't dry your skin completely. Leave it a little damp and apply a good moisturizing lotion all over. I prefer Gold Bond lotion. It might sound like something your Grandma would use, but it is actually the best thing I have found for my extremely dry skin, and it has the most wonderful light fragrance. Use the lotion again before you go to bed. As for your dandruff, try Head and Shoulders conditioning shampoo. It is easier on your hair than some of the stronger dandruff shampoos.

I moved from Florida to Illinois three years ago. The first winter here killed me and my skin. I was totally unprepared for the low moisture content in the air. There is no scientific evidence that the water in Florida is worse than anywhere else, so please disregard that other answer. Three things which will greatly help you.
1. Drink lots and lots of water. Even if you are not thristy, drink. Your skin and both will both thank you. I'd recommend at least 64-100 oz ounces per day. In the winter, it's often difficult to drink that much water, because you may not feel thirsty or you may crave warm drinks. Drink the water though. Since your skin is so dry, your body is screaming for water.
2. Get a humidifier. If you cannot get one immediately, place large bowls of water in every room in your home. You'll be surprised at how quickly the water will evaporate.
3. Use a LOT of moisturizer. It needn't be super high quality moisturizer. In fact, I'd suggest something like Pond's or something else from the drug store. Before bed each night, slather it all over your face. For your body, I recommend one of those drug store moisturizer's that say something like, "works for 24 hours." I know both Aveeno and Suave make one. I actually prefer the latter, and it's very inexpensive.
Know that it will get better. It just requires a bit of an adjustment period. Welcome to Illinois!

Could be you have a condition in your body such as thyroid disease or the FL water cause it SUCKS!!! You need to get a softner system if you don't already have one and if you do get some maintenance done. I moved here from NY last year the water is atrocious. You can also call the water dept to come and test your water to see if it is the problem they are supposed to do it for free!!
O and Vaseline Night Healing worked best for me!!

It's the weather. Try Eucerin. If that doesn't work, you may want to see a dermatologist to see if you need a prescription. Probably the warm moist air of Florida was very good for your skin, while the windy cold air has brought out problems that you never knew existed. Good luck.

To move from one city to another can be stressful and can cause lots of changes to your body. It looks like your body is not used to new environment and in this circumstances hormone like adrenaline is overreacted causing dryness to your skin and scalp.

Drink water, clean water...and humidify your heat. I humidify heat by leaving windows slightly open in the wintertime so the cool air uncondenses as it mixes with the furnace air. This might help.
