No, I do not agree that India is out of control in those issues. i will go for points-2,3,and 4. I will not opt for Military Rule - But one thing which is a must is Governance with Iron Hand. No caste systems, No Reservations, No Nepotism, No corruption. No electoral Ticket to people with Criminal background. No court case against Terrorists and corrupt politicians. There will be a Special Fast Track court which wil award punishment as per the merit of the case. Death punishment will be carried out in a week.
