You assume wrong. I want to share with you one of Max Lucado's writings that came to mind, I think it will explain (and I will inject a specific answer to your question.
He placed one scoop of clay upon another until a form lay lifeless on the ground. All were silent as the Creator reached in Himself and removed something yet unseen. "It's called 'choice' The seed of choice." Creation stood in silence and gazed upon the lifeless form. An angel spoke "But what if he....." "What if he chooses not to love?: The Creator finished. "Come I will show you." Unbound by today, God and the angel walked into the realm of tomorrow. The angel gasped at what he saw. Spontaneous love. Voluntary devotion. Never had he seen anything like these....The angel stood speechless as they passed through centuries of repugnance. Never had he seen such filth. Rotten hearts. Ruptured promises. Forgotten loyalities...The Creator walked on in time further and further into the future, until he stood by a tree. A tree that would be fashioned into a cradle. Even then he could smell the hay that would surround Him. "Wouldn't it be easier to not plant the seed? Wouldn't it be easier to not give the choice?" "It would" the Creator spoke slowly, "But to remove the choice is to remove the love" The stopped into the Garden again. The Maker looked earnestly at the clay creation. A monsoon of love swelled up within Him. He had died for the creation before He had made him. God's form bent over the sculptured face adn breathed. Dust stirred on the lips of the new one. The chest rose, cracking the red mud. The cheeks fleshened. A finger moved, and an eye opened. But the more incredible than the moving of the flesh was the stirring of the spirit. Those who could see the unseen gasped. Perhaps what the star saw at the moment is what made it blink ever since. Maybe it was left to an angel to whisper it. "It looks like....it apprears so much like...it is him!" The angel wasn't speaking of the face, the features, or the body. He was looking nside at the soul. "It's eternal" gasped another. Within the man, God had placed a divine seed, A seed of his self. The God of might had created earth's mightiest. The Creator had created not a creature but another creator. And the One who had chosen to llove had created one who could love in return. Now it is our choice.
I will sum up, this is an accurate desciption that I believe happened on the day man was created. This falls in line with the love of God. God created Dahmer and HItler for good, but He gave them the choice. That seed of choice that is in us all. That choice tells us where we are going to go after we die. Do we accept the one who made us, or do we reject Him. God loves us all, even Dahmer and Hitler, but only those who choose Christ get to spend eternity with God in heaven. And heaven could be a cardboard box with rats, and it would be heaven because God will be there.

God loves everyone He created. That is why He created them in the first place, even the Hitlers, and the Dahmers.

Define Love?
Is a christmas Present that is never accepted usable by the recipiant? You cant make someone accept Love.
Love = Sacrifice
If I offer you $100 and you dont take it, then you dont have $100.
This logic does not change, no matter how BAD you are.

Not sure if God loves everyone. God has gotten quite angry in the past and burnt cities, made floods, etc.
It's Jesus who loves everyone. God sent Jesus for this purpose, but that still don't mean God doesn't get riled over mankind.
The final judgement comes from God in the Book of Life and it is implied in the Bible not everyone's name will be in that book.

For God so loved the world (everyone), that He gave his One and Only Son, Jesus, that whoever believes in Him will not perish (be separated from God in Hell) but have Eternal Life. That is real love. God is love but He also is just and Holy - He cannot allow sin into Heaven. The Way to Heaven is Jesus Christ - the only Way. Jesus Christ is the bridge from sin to salvation. I hope this helps.

Just ask any normal mother if she loves her children, and you have your answer. Our Creator loved us so much that he gave to us the gift of choice (free will) knowing that some would turn away from him. What greater love is there? He would even forgive our earthy transgressions if we turned back to him. It is even said that Satan himself believes himself to be redeemable and able to return to the Creators side once his job is done.
Al I personally know is this, in this chaos on earth, though it is hard to do sometimes, it is far better to love your brothers and sisters and show them compassion and understanding, than it is to hate or be so discontent with them that you find yourself wishing them harm. There is far too much negativity now.

John 3:16 "For God so loved...."
God allows people to make a choice in how they live. If you choose to live like those you mentioned or to disobey God, he says that you will be separated from Him forever.

Please do not take this the wrong way.
Dahmer, he seemed like he had a deep remorse inside him. He knew he has major issues.
We are not to say that he did not go to hell. We are not to say that he went to heaven.

God Loves all...If you accept God, in whatever form (whatever name you so decide to call upon God) , then you have turned your face into his light. The people who suffer are those who do not choose to turn to God. They hide themselves from God's light.
Hell is people who have chosen to turn away, to hide themselves from His light...otherwise, especially if you believe in the Resurrection, God has cast away all of our sins, whoever you are.
