Have you ever noticed that the eye vision is made up of millions of tiny dots before?

Have you experience noticed the dots of the resolution before?I usually see it when I tried to see in the dark enivronment or when I wasn't wearing glasses...Is it some kind of optical illusion?Is it normal?
