ive heard that nero can be used to convert an mp3 to a normal song or vice-versa but can it be used to convert an mp3 or any other format to mp4??? if so which version is capable of doing so

Nero can do it but its a matter of searching for the right plugins, an easier solution is to get db poweramp, it'll let you convert several different types of formats back and forth and you can also change some of the settings, like bit rate, compression rate etc. goto http://www.dbpoweramp.com/

Nero can convert mp3s into certain other formats . You need plug ins and codecs to do certain tasks. Search on download.com for the specific program you require.
