I use AutoCAD with a pretty good symbol library of comment elements in the utility industry. There are many other computer programs that do the job, or you can scetch or draft them yourself.

As far as the conventions and symbols used. Get a good book or do some research on the Net.

You really should be a bit more specific, like your background and your desired end result.
I'm confused; if you don't know how to draw a circuit diagram, then what would you draw if you knew....?
I therefore assume you ask: "How to draw a circuit diagram on a computer?"
A) "Professional method": Buy yourself a software package,

B) "Cheap and cheerful method": Download http://www.smartdraw.com/specials/electrical.asp?id=12184
C) "DIY method": Use the Draw function in MS-Word. Build-up templates of components by yourself as you go.
