It's a government installation near Groom Lake, Nevada. It's technically under the jurisdiction of the Air Force, though the Department of Energy guards at least one border, given that it borders the DoE testing area.
At very least, it's a secret test strip for new Air Force planes - it's been used for testing of the U-2, the SR-71 and the F-117. Stealth technology seems to be one of the primary specialties of the strip.
There's speculation that anything the government has on UFOs is housed at or has passed through Area 51 - but because the place is so classified, there's no way of telling.
