Little more detail would have been helpful. Are you getting the green line when compressing, deleting, or what?

Two things that can effect disk clean up. First, if the disk is too full, clean up can not work because it can not have room to copy the files into a conpressed file before deleting the original. Try freeing up some space on the hard drive.

Second can be issues with rights to files. Be sure that you are using an administrator type account, not a limited account, to run the clean up. Second, try booting the PC into Safe Mode and running the clean up. (During boot up repeatedly press the F8 key until you get a screen with the Safe Mode option) When in Safe Mode, only the minimum files needed to run Windows are loaded. So if is able to compress and delete other files easier.

If neither of those work, try downloading Ccleaner (fron download.com). Is an excellent free programs that does everything Disk Celaner does, but also cleans the registry, Internet files, etc. Excellent program. Strongly recommend it over the Windows Disk Cleanup.

I am a technician.

When we see them that bad, we run http://pclinuxos.com on it, and show the customer how it is free, it is Linux, and Linux is what Microsoft Corporation runs worldwide, on the 45,000 computers.
