As long as he doesn't consume too much, you're OK. It's fiber. Focus more on unbleached paper for now - to keep chemicals out of his system. It's pretty normal for a child between 1 and 2 to chew on just about anything. If you're giving him paper, he's going to chew on that. Keep in mind - he's still getting teeth, and that hurts! So he's going to chew like a puppy.

At 16months - he's not going to read or write. He's going to like the sound of crinkling paper, the colors of the pictures, etc. So don't get disappointed when he's not playing Mozart at age 3. My son didn't start reading until he was almost 4.

Being a preschool teacher, I have seen kids eat and even lick the craziest thing. We use to have to watch certain children because they would eat sand out of the sandbox!
I created a game called, "Should I eat it?" I would take play food, stuffed animals, game pieces, etc. and I would pretend that I was going to eat lunch and I couldn't decide what to eat. I asked the children as I was "picking out something" if I should eat it.
For example...
"mmm...this Lion sure looks tasty" I'd pick up and go to take a bite and say, "Wait...should I eat this lion?" The kids would say, "NO, we only put food in our mouth" Then I would pick up something else and keep going...it worked well and then we even got into what foods are good for us and which ones we shouldn't eat as much. Good luck! :)

My fiance doesn't exactly EAT paper, But he chews on it. And he's 19 years old, Lol....

My 18 month old will occasionally chew on paper as well, I don't know if it's cause he sees daddy doing it..Or 'cause he likes the taste..Either way, I can't see how they do it..Paper isn't very tasty! Lol

i think its a little thing that they go through because my son does that and he is a year. So just be patient and continue to take it away from him and tell him that is bad.And remember its just a faze.
