'On the rocks' is over ice. 'Straight' is with no ice, but it may be chilled with ice and strained back into the glass. If it is something like a 'straight' martini, a garnish could be with it such as a olive or lemon twist. 'Neat' refers to something served directly out of the bottle into the glass au naturale-as is. Not chilled, not mixed with anything, no ice, no garnish, nothing. Totally "nekkid" if you will ;)
