Is anyone familiar with the Promesa program for juveniles with substance abuse problems?

Is it a good program. Interested in the Bronx NY program. Need to know if program is good for juveniles..16-21.

"For Promesa, a community group heralded for its drug rehabilitation program, the downward spiral began on a December night in 1992. Lillian DeJesus, an accountant who had discovered discrepancies in Promesa's books, was shot execution style. A caseworker at the agency was later charged with hiring two teen-agers to carry out the killing. "
