if u tell anyone something ( some fact) who hasnt heard of it, would u say a fact that,,,,, or the fact that,,,,,?

You can, as long as it is a fact, and not an opinion or a guess. If it is something known and provable, you can say "the fact that it was a cat, and not a dog..." but not if its opinion "the fact that cats are better than dogs" would be wrong, because that is a matter of debate.

A fact is a true, proven thing, versus an opinion. That rain is wet is a fact. That the rain feels bad may seem observable, but it is not a fact; it's an opinion.
The fact is, Winston was tired of married life.
Some facts are hard to argue.
Winston was a walking dictionary, a compendeum of facts no one wanted to hear.

You can say "It's a fact that (25% of Canadians have French as their first language)"--this sounds to me like "here's some surprising new information".
Or, you can say "The fact is that (less than half of all Canadians are bilingual)"--this sounds to me like "this is cause for surprise and perhaps dismay".
Or, you can say "The fact that (Canada is a bilingual country) (doesn't mean that most Canadians are bilingual)"--the fact itself sounds commonplace, but the information about it is interesting. This form would be more common in writing than speaking.

you usually dont say that. If you tell someone a fact you just state it and thats it, if you want to emphasize something you might use it like "the fact is" or "the fact of the matter is.."
