actually it doesn't stop growing; it is just how it seems
firstly, when pubic hair has been shaved off, there is a period of seemingly growth followed by a period when it doesn;t seem to grow at all, then you will notice more growth. Sort of a continuous process that means the hair as a whole never seems to get longer even though at any given time all the individual hairs are growing. Oh and let's not forget their tendency to curl thus making them look shorter than they really are.
