If you are a USA citizen, you do not need a reason to obtain a passport. I dont understand your condition fully but you are not telling the full story. By law you do not need a REASON to obtain a passport unless you have a criminal history that would allow any country to refuse you entry but this is not common at all. You dont have to give a solid reason for passport application. One reason that is easily accepted is "vacation" which can be justified by saying or stateing on the form that you may take future vacation trips. Passport application can and should always be done by mail and as long as you fill the required questions then passport is issued without you ever meeting any immigration officer (this is the cae in the USA and I am hopeing that you are a american). If you are not a american which by your case tells me that you are NOT then each countries laws differ and thus you need to specify where in the world (countr) you are so yahoo users can help you with your question. BUT if are in the USA then apply by mail and do not specify execrt location for travel plans and make sure you do not have a history of criminal back ground........oh I can go on and on, on this issue but I think you get the point. either your story is not complete or we are making assumptions about the situation.... if you are american trying to get an american passport, you need no reason and you do not even need to go to the immigration office, just do it via mail or the post office....
if you from another country, you would need to state this (it's normally assumed you are speaking about being american here if you don't state otherwise).... but unless there is more to the situation than you are stating, no one can help you, because legally you are entitled to a passport as long as you are a Legal US citizen i.e. you have proof of citizenship, not a permanent resident,
if you are not, then you go to the embassy and obtain a passport from your home country, their reasons for issuing a passport may vary.....
but if you have some criminal background thats the only reason i could see why you would be denied.

Well it is the State Department that gives US passports, so dealing with Immigration is the wrong agency. For an extra fee, you can expedite your passport application

Are you divorced? Get a certificate of non-impediment. Are you bonded?
