Normally I use Adobe Image Ready or Adobe CS2 where you can go for "Image for web" where it shows multiple size options based on the quality you select.

But otherwise MS Office Pic Manager is very easy to use and effective!!

microsoft office picture manager is correct. right click on the pucture and go to edit picture. the you will have resizing options on the right hand side.

If you are in a harry you can use mspaint, it will re-size your pic. :)
