when in my control panel i am unable to browse my saved wallpapers? i have tried right clicking and adding bmp. nothing works? i also keep having a popup saying i have critical system errors which i can not get rid of? i do not know if this is affecting my wallpapers, because my old wallpaper dissapeared when i first was informed that i have critical system errors?

More info is really needed to solve this. Did you right click and choose "set as desktop background"? Did that not work? If there's a more serious issue, we need to know before we can help.

These two symptoms tell me you may have had something that has corrupted your windows install. To save you time, money, frustration and headaches.. I would focus on backing up your data.. Then do a format and install of Windows, then immediately if it's XP update it to SP2 if it's Win 2k update to SP4 and all the critical updates ontop of that for either version. If it's older than Win 2k, buy a new OS or computer, please! If it's a pre-release build of Vista, good luck running that!

Next install a good Antivirus and Antispyware set of apps and ensure you have only ONE firewall and that it is turned on. Then update your antivirus and antispyware apps with the latest definitions. Then put your apps and data back on.. then scan for viruses and spyware (in case your data was infected).

If you don't want to do all that, you could just buy a Mac.. they're reasonably now days and can do everything you throw at them.

try right clicking wher eyou would see it then propertys
