There is an excellent question posed regarding Jerusalem (but could apply to anywhere really) in the film Kingdom of Heaven: "Which is more holy? The walls or the people living within the walls?"

Seriously, how do you determine what makes a city holy or religious? Does everyone have to follow the same religion and beliefs? Or is it simply the fact that everyone in that city follows a religion of some kind so long as it isn't Paganism or Atheism? Do you mean modern or ancient?

Based on your question, I would venture to guess you mean which Christian-related city is the most religious? As Jerusalem and the Vatican are irrelevant to other religions. There are so many variables that have to be accounted for that it's not a simple cut and dry answer.

I don't know but I'm sure there is some particular city in Asia that is like a Jerusalem for the Buddhist and well as a Muslim city like Istanbul possibly.
