Because all of these are important for photosynthesis! If there's not enough light, there's not as much energy to excite the electrons in the photosystems, on the other hand, too much light may cause damage to the photosystem (photoinhibition).

The electrons which pass through the photosystems come from the splitting of water (as does the oxgen released by plants from photosynthesis) so enough water is pretty important - I know temperature is also very important, but am not sure sorry whether this is due to the rates of transpiration from the leaves at higher temps resulting in less water or what... but it is important, hence the development of diff types of photosynthesis in plants such as cacti which have to survive really hot, dry climates.
