how can i modify input language list in windows 2k or xp?

i need to add "Khmer" in the input language drop down list

i try to either edit windows registry or system file to add "Khmer" which is my language to the drop down list of input language.
let's me make it very clear, in the drop down list of input language there is no "Khmer" in it and my intention is to add Khmer to it.

Go to Control Panel and select Regional and Languages options and make your choice there.
