it depends if you count the money that we pay egypt and jordan to not attack israel as going to israel.

Well, actually Isreal doesn't get any percentage of federal taxes.

What Israel (and about two dozen other countries) do get are handouts (grants/gifts) and loans by Congress. If you don't like the way Congress is spending your money, next week is your chance. Elect a new Congress.
