RIdiculously straight and fine hair not to mention I'm losing handfuls from washing it with hard water.

I used to go to a lovely salon very near the intersection of Pennsylvania Avenue and 2nd St., SE. (Near the Capitol South Metro station, on the south side of the street, next to the burrito place).

There are two in the area, but the better one (and less expensive) is on the street level. Seems like I used to get shampoo, cut, blow dry for between thirty and forty bucks three years ago.

Try looking online and see what salons carry top of the line products. Matrix, Bed Head, Paul Mitchell, Redken, etc. Then make an appointment for a consultation. Ask if they charge. It doesn't mean they are any better if they charge. Also, ask for a stylist who is good with your type of hair. Most are good with any type, but sometimes if they have the same type of hair and you like their hair, chances are they will do good on your hair. See if you like the person and if not then keep looking. Do this well before you need a cut. It may take you awhile to find someone.
