Basically, it means that the military has total jurisdiction to try (go to court) with any person(s) or alien (non-citizen) who attacks or support attacks on military property or personnel.

This court is made up of a military commission (so like generals and possibly senators too).

Example: you (an American) and your Arabian friend are associated with the Taliban decided to supply weapons for them to attack a US military base, and you were part of the attacking group. You and your friend will be tried by a military commission. Not in a tradition court with a judge and jury. But in a panel without jury.

It allows the president to name anyone he wishes an enemy combatant, and to detain them without representation indefinitely. It suspends habeas corpus in such cases.
