I want to talk to him and get to know him better without seeming annoying. When I talk to him, he seems interested, but I have only started conversation once.
How do I start a conversation with him when his sister is right there?

check the age difference. He may just be being nice. but i dated my sister's freinds so he might like you. You might want to mention it to your friend and then you could just go hang out in his room with her. then she leaves and goes to the bathroom or something while you two talk. if he doesn't hang out with his sister on a regular basis this still could work. Ask if you can borrow something from him/ make excuses to go see him.PS my sister and my ex girlfriends are still friends, but they let my sister know that they liked me and she was cool with it

Maybe you should talk to your friend first. Make sure she's ok with it I mean is it EVER ok to ruin a friendship over a guy? No.
Then ask her things like what he's interested in. She may even help you to start a conversation with him and can get him to start seeing you in a different way than "little sisters friend".

Tell ur best friend first, though she may think it's a bit awkward. Get his messanger and try to talk there. It's easier than a face to face. Get to know him as a friend first, then later you can either: explain how you really feel when ur alone with him or ask his sister to tell him for you!

First and foremost: NO BOY IS WORTH A LOSS OF FRIENDSHIP...
That being said, you need to talk to her. It's absolutely the most important thing. If there's any chance for you two, she'll have to be ok with it.
After she knows, you'll just need to start talking to him. It'll be much easier to talk with him if she understands why you're doing it.

LOSE YOUR BEST FRIEND OVER THE BROTHER IF
THING DONT WORK OUT. AS THEY MEN COME AND GO
BUT GOOD FRIEND IS HARD TO COME BY.
