The research that set off this alarm was the fact that plastic bottles (especially ones not made to be refilled e.g. coke bottles) were found to degrade over many uses.
But most people would likely throw out these plastic bottles after a couple of refills anyway. Drink bottles that you buy specifically for refilling should not be a problem.

Probably a fallacy, but Plastic is carcinogenic so I suppose it would leach anyway, new or recycled, but miniscule amounts.

No, but if your going to use it over alot, be sure to wash them out with soap and hot water to kill any germs.
