I wouldn't worry about your weight so tremendously much because you are still growing in height.
It is good to start healthy exercise habits. Bike riding will help you slimming down your legs. Walking and sit ups will help flatten your stomach. The only thing about a diet I suggest is to develop nonjunkfood eating habit and elevate your active life. Drink more water and less soft drinks. Soft drinks have a tremendous amount of sugar and do havoc on your teeth.

Try to exercise everyday - just doing little things like taking the stairs, walking home from school or the bus stop, talking the dog for a walk. Try to exercise for half an hour everday and increase your exercise as time goes on - swimming is good non-impact exercise.
Since you are 14, you are still growing so don't restrict your eating, but try to eat more healthy like snacking on fruit rather than junk.
Sadly, the parts of your body that loose weight first are the arms and legs and face and then the torso area, so it's quite hard to loose weight specifically from your stomach.
Also, you are within the health weight range and it is likely that your weight will fluctuate because you are still developing. Don't worry about how you look and concentrate on having a healthy lifestyle.

Good carbs like celery and carrots will never make you fat. Bad carbs like cake will, but you don't need to know the whole science of glycemic index and load. It is mostly NOT your fault, if you need to lose weight. Look to me, Personally for me I starve myself, I don't eat breakfast, but that's because i don't get hungry in the morning.
I do yoga to keep myself fit, I'm 14 as well.
