Sure, find a nice inexpensive gift. If she is a person with good manners, she will say something like, "oh, you shouldn't have, we have never even met! I was just glad you got to be here!" and you should answer, "I wanted to, Happy Birthday!"
Another solution is for your friend to put your name on the present he/she is presenting. It is still OK, but unless you are a couple, not the most polite thing to do
Unless you know the birthday girls tastes, something everyone could use is appropriate. Picture frame, music box, gift certificate for Blockbuster, a gift basket with teas, coffees, cocoas,whatever her age group would like. A gift basket suggestion, if she is young or older, fill a basket full of snack items, peanuts, popcorn, pretzels,etc., and have the Blockbuster card in the center. Your pocketbook size will dictate how many snacks, and how much the gift card has on it. Most groceries have individual serving sizes of the snack things for under a buck. Mine has cashews 2 bags for a buck. Instead of a expensive basket, go to Walmart and buy a big plastic popcorn bowl for a buck or two.Your local craft store has shrink wrap, or cellophane to wrap it in.Maybe Walmart does, too. Never looked there.

You need to bring a gift. The person throwing the pary will pay for something for you (food, drinks, whatever), so you should bring something.
If you don't know them then it's really hard to know anything to bring, so you've got to rely on your friend for that one. It should be a small gift.
