The BEST thing to find if you can get it is Kamillosan It's a thick ointment made with chamomile extract. I swear to you, it heals ANYTHING.
Also, exfoliate your lips with your toothbrush after you've moisturised them well...

What works for me if things get "rough:" a paste of kosher salt and vaseline. The vaseline softens, the kosher salt gently exfoliates dead skin. You don't wear this all day - just rub in for a while after brushing your teeth then wipe off w/tissue. Also try not to lick your lips alot during the day, & keep lip balm with you to use as needed.
Avoid licking your lips alot if possible.

Hydration is your best bet. Try drinking more fluids (water, juices). Think of things like Chapstick as a moisture barrier. Moisturize your lips and then seal them with anything oil based. I use extra virgin olive oil to help keep moisture in.

I've read somewhere that mineral oil is absorbed into the skin and isn't good for out body.
Sometime do a check on unsafe cosmetics. Everyone thinks that it's all safe. Our skin is our largest organ. I don't think the FDA checks on cosmetics..not totally sure.

I have a chapstack, in fact, that is made up of: organic extra virgin olive oil, castor oil, beeswax, extracts of aloe vera, rose hip and sea buckthorn berry, and pure essential oils of cardamom, vanilla, and rose.

the best thing you can do is use a dry washcloth to exfoliate your lips then use a chapstick. my favorite is burts bees. it's a miracle, like it was sent from the heavens.
