Are you referring to ozone being present as a form of pollution? It IS a common component of smog...

If this is what you meant:

Ozone high in the atmosphere is beneficial because it blocks incoming ultraviolet (UV rays). However ozone down amongst us is bad because it is an irritant.

Unfortunately, you can't take the ozone out of smog and put it high in the atmosphere!

Why do we have a hole on the ozone layer? Other pollutants, like CFCs!

well the hole in the ozone layer is as old as the earth, traveling around the sun. the hole increases in diameter with proton events and solar winds, especialy during sunspots prominence events from the sun at the earths poles. so the flourocarbons are not the reason why the ozone hole exist but aggrevates it. and if the ozone layer is absent, it allows a larger amount of high energy ultraviolet, x rays and cosmic rays to reach the earth.

but ozone the triatomic form of oxygen, itself is toxic. and causes cellular aging and lost of elaciticity and distruction of live tissue. and in the winter time ozone can be produced closer to the earth, in cooler weather. and if anyone has been around electricial discharges, to smell it. it has a garlic like odor. short exposures to ozone usualy do not cause a problem(except for people with respiratory problems) that long term exposure does. since it destroys live tissue like hydrogen peroxide does.

For those who live where ozone hole can reach, like tip of South America your skin can get burned in just few minutes of sun exposure when you have ozone hole over your head. Higher chance of skin cancer later in life too. It's dangerous for young and elderly.
