GPS units are allowed on the carry-on luggage. However, each airline has it's own policies on whether you can use it at all in-flight. Best to check with the individual airline.
IMO, it's safe to use GPS. Like someone said, all it does is receive signals, not transmit them.

II have done it on local flights. The GPS unit only receives a signal it doesn't transmit anything but to be safe you should contact the airline.
