Always start with good hygiene.

Don't cake it on either. Heavy makeup just looks fake.
Make sure face makeup is the exact color of your skin. If you can't find one that is, go one shade lighter.
Clean makeup applicators at least once a week. The dirt and oils build up in brushes and sponges, ending up on your face. So either buy disposable ones that you can throw awy, or wash the re-usable ones.
When wearing lip liner, make sure it matches your lip color. A dark line around the mouth doesn't make your lips look fuller.
If you make a mistake with eyeliner, don't leave a crooked line. Keep a supply of cotton swabs for quick fixes; they work great to erase the small blunders made in application.

If you dye your hair, keep the same undertones as your natural color. If you have ash brown hair, don't try for a platinum blonde. Go with an ash blonde instead for a more flattering look.
And make sure you keep up with the maintence. Dark roots look trashy.

Less is more.
One piece of sexy clothing is enough per outfit. Adding more can look trampy.
Jewelry and other accessories shouldn't be piled on. They are there to accent your outfit, not overwhelm it.
When wearing high heels, make sure you can comfortably walk in them. If you are wobbling around, you look clumsy. So either practice a lot at home, or buy a lower heel.

Wear foundation, lip gloss, etc. that contains SPF... later on in life you'll be thanking yourself.

Blush belongs on your cheeks only... no matter what people say, it's not meant for the nose, chin, forehead-- and anything else you can think of.

Wash hair every other day to prevent drying your hair out... and wait a minute after applying conditioner before rinsing it out of your hair.

Save heavy dramatic makeup for the evening... some light pink blush and a soft pink lipgloss are perfect during the day-- not much else is needed.

I would say first that less is more. You probably don't want to look like a hooker or overly done for everyday. Second I think all women should sit down with their daughters or take them to the mall to have their makeup applied correctly. I think this would help young girls not look like hookers. Third I would say not to complicate your look. Don't try to put on all your accessories at once, one or two things is plenty. The Mr. T look isn't all that appealing.

I think you need to be well groomed at all times (shaven, tweezed, neat toe polish, moisturized, lightly perfumed, etc.), you need to have a white, even smile, you must always have cute hair, you should wear heels whenever practical, always carry a purse and wear a coat that go with your outfit, and most importantly - take care of your skin.
