it really depends upon the landlord. good landlords offer carpet cleaning after 3 years. as for painting, it would be more on a as needed basis. same goes for actually replacing the carpets. i would suggest calling your landlord and telling them that these things need attention and ask what they will do to keep up your rental.

I'm curious to know where the figure 3 years comes from? I've owned multiple houses and landlord to many, and NEVER rented without replacing carpet and repainting each entire house, before any tenant moved in.

I suspect that you have a security deposit, and lease clauses that specify damage, or NEEDS relating to paint and flooring. If neither was taken care of before you moved in, and you didn't ask that be the case and have it in writing, then you have little recourse,,at least in the way of a demand.

I also suggest that you cannot make any alterations or improvements without permission, and so often, as one other answer states it very much depends on the type of relationship you have with the landlord, as to what they will allow.

If your question isn't about damaged carpet or a thought that you just don't like the paint color, then just ask. Ask when those issues were addressed last, ask respectfully when you might be able,,,legitimately, to expect replacement, and then negotiate doing the painting at least, or paying in some part to change a color.

Without knowing your length of time there, or the conditions of either issue, or your reasons for wanting NEW or change, I suggest WE aren't really the place to ask.

Usually 3 years. Sometimes you can make a deal with the landlord. For instance, you paint it and he pays for the paint or you pay for the paint and do the work and he'll take something off your rent. It doesn't hurt to ask.

It depends on what is in your lease, as well as the relationship you have with your landlord. If you never cause trouble and are on good terms, ask him to replace the carpet and paint walls.

When you move out. I have never heard of a landlord doing that while you are living there. You might be able to get him to buy paint it you are willing to paint. Buy a area rug if you have worn rugs.

Ask for it and negotiate. Most landlord won't even bother doing anything once the tenants is comfortable living there.
