Either that, or it's some sort of a weird law...
Oh, I know! Maybe there aren't any cameras there... or Sioux City, Iowa doesn't exist! Well, maybe it's something else... I have no clue.
Iamigloo has a point... "with" can mean "using". I completely didn't think of that! You can't take a photograph of anyone using a wooden leg, anywhere!

Heh - interesting riddle, no clue on the answer. But here's a real stupid law for ya (don't know if it still exists or not) in New York City, it's illegal to spit on the subway (it's a $50 fine) .....but vomiting is FREE....

For the same reason that women are not allowed to drive in New Orleans unless a man walks in front of her car ringing a bell, and the same reason that chaining a an alligator up in public is illegal in parts of Florida.

You cannot do that because...well to be truthful..its a stupid law. Many states have them. There is one state where its illegal to wrestle a bear because the bear might be hurt? See, stupid laws.(maybe some drunk guy made it)

Probably just one of those stupid laws they made because they were bored. There are a bunch of laws like that I think there is a website that lists many of them but I don't know it offhand.

it's just a stupid law. many states have them. But why would it be rude? Once they die wouldn't evryone slowy 4get him w/ out pics? So its sorta like hurting their feelings. Its just a useless law.
