Can vinyl siding be put over shiplap wood siding?

My wood is not holding paint to well, and I would like to have siding put on, but I need the insulation (foam board) added too, as it is an older home. I wonder about the wood on there now, not letting the new siding sit level. Just wondering!!

I know when my parents had foam board insulation and siding up on the house (built in the 1890) they had the wood siding removed.
