yes i beleive you can but you have to pay and get permits and such.. google it and i'm sure you'll find a plethora of helpfull info. on it.

No. The land is designated for everybody to enjoy. Building would ruin the integrity of the naturalistic setting that people like.

contact the BLM in that area to what thier requirements are chances are no but I have heard that some cases you will get permission so you can act like a game warden or fire watch it does not hurt to ask.
