These days you can learn how to speak Spanish over the internet. Check out this online course, it's voted as the best Spanish online course of all time: http://www.rocketlearner.com/spanish The course is very easy to follow, I was able to learn Spanish in just 3 months.
I live in New York City, I wanted to go to a Spanish language teacher but that would have cost me over $800 per month. Good thing with this internet, $800 it's a lot of money for me.

my husband is learning spanish with a program called rosetta stones, its really good. im using it to learn french because i already speak spanish, been from south america...
anyways, then try and make friends that speak spanish and practice that way, if you dont practice you forget.
the other and better way of course is going to another country to study the language. and you will have the best time of your life. i did it and i can never forget it. you stay at a house with people of that country and go to class and meet people like you that are learning spanish.
hope i helped!!! buena suerte con tu español...

I think the fastest is to live in that country that speaks the language. But i am a spanish student too but i have no choice to go live in a spanish speaking country. But you can use tapes or watch movies with spanish audio. most dvd movies have them in spanish or french

Listen to Spanish music while having the lyrics at hand. Well, I learned English that way, so I guess it should work also the other way around. You can email me at arteks2001@hotmail.com if you have "complex" questions about Spanish.
