I think you'd better check with the American Embassy to be 100% sure. Police cautions are on record so don't try to hide it as it's possible you could get found out (and deported pronto).

No. You must only apply for a visa if you have been actually arrested for, charged with and convicted of any crime. The only crime that would make you actually excludable from the US would be a "crime involving moral turpitude." These are crimes that include elements of fraud, theft and/or violence. You can also be excluded due to multiple criminal convictions. But your police caution does not count.
