it is a very natural thing. In the wild, lesser cats clean the Alpha cat as a sign of respect and as a way to move up in the ranks/get favors from the Alpha. Your cat is just showing you that it cares and that it recognizes you as the head cat.

My cat does this too; I have a hunch that he thinks there's something wrong with "his" poor, wet human!

its not a bad thing unless you say it is, you must remeber that cats are different than humans, so what you might think is bad, he might be thinking he's helping. cats do bath themselfs, maybe he thinks he's taking care of you? and that my friend is not a bad thing but a good thing, it shows the care that your pet has for you.

your cat may be feeling thirsty, and the water is a welcome invitation!! or it could also be that the cat is helping you to groom yourself, as you have got wet and are not making any move to dry yourself?
whatever it is, it sounds really cute!!
