I do not care for breaded chihuahuas. Fried is far better, followed by the ever popular SMOKED variety.

If I was you, I would wait until the chihuahua is at least 2 years. By then the dog is a full adult and won't have as many problems as she would if she was younger. A small dog like that can only have but 2 to 3 pups. You do not have to take her to the vet when she is in labor. Just make sure you are there with her. Keep her warm and calm, and maybe you might have to help her if she can't get the pups out all the way. Also you want to make sure that the sack the pups are in is all the way off of them. If not the pups will smother and die. You also might have to cut the cord away from the pups and the mother. A very important thing, make sure the mother does not want to harm them. Dry the pups off and lay them next to her. Do not let her eat the after birth. Dogs can choke on it and die, leaving their new borns behind. If you do breed her, just please make sure you know what you are doing when the time comes for her to have them. Or if you don't think you can handle it, take her to the vet. They know what they are doing to help the mother and the babies.

I never had a chihuahua. I think to Breed any dog it needs a few years to develop. Many people I know wait 3 years before Breeding a dog. As far as needing a Vet during Birth I really not know. I Bred English Bulldogs and I know they give birth by c-section. This all I can tell you.

The chihuahua should be a good sized chi, maybe 5 lb. Anthing ubder 4 is not good, the dog would likely need a c-section. Also you would want to use a small male. C-sections are fairly common with chihuahuas. You should always be prepared for an emergency c-section and they most often need them about midnight and on the weekends, which usually means an emergency clinic and very expensive.
Chihuahuas can have good size litters. I have had litters of 6, 7 and even 8, but with the litter of eight, I lost 2.
18 mo to 2 years is okay to breed them and only one litter a year.

Why do you want to breed a chihuahua? There are way plenty breeders already and gozillions of unwanted mix breed and pure bred dogs already in shelters waiting to be euthanized because they cant get a home.
If you dont know what you are doing you can have a dead pregnant female on your hands pretty fast. Often the smaller breeds have to go to the vet to whelp. ( give birth ) . Some need C - sections. It can be very dangerous.
Please reconsider breeding. With the way the economy is right now it is hard to sell any animals as people dont want to pay for more food and dr bills.
