Samatha is right. The power demand of the large hotel or resort in the same as a whole residential neighborhood. To fill this demand means a sub-station dedicated to it.

Because they pull too much power. It's just like a regular substation for a group of many homes, but the resort uses as much as all those homes put together. Because this power is all going to one user, the electric utility usually makes that user pay for the installation.

In a lot of jurisdictions, there is no cost/value analysis that is appropriate because there is no other option.

The purpose they do that is because if you dont have a substation then you wont have any power and if you dont have them then you wont have customers and if you dont have customers then you dont have money and so on so forth

The purpose is to keep the cash flowing in. (To maximize their profits) To do that, they must keep the electric power running.

It's cheaper for them to get their power at the higher voltage, and step it down for distribution themselves.
