Probably just look in a different direction or stare through him vacantly.
If I knew him, I might give him a little annoyed look, like "That's enough now". Or just a direct unimpressed look to let him know that he's been caught out.

I used to get weirded out, but now I try to be more rational about it. Stare back, or ask him what's going on. You might have, like, a hummingbird hovering over your head, or something. I mean, you can always leave or whatever, but don't be a wuss about it--you have a right to be where you want to be and not be hassled about it. Don't get angry or defensive unless he's truly trying to hassle you--he might just be dazzled by you and just staring because he can't help it. You don't have any obligation toward him just because he's attracted--don't take it too personally.
I saw an interview with Jet Li and he was talking about all the different wushu styles he did, all the different weapons he used when he was making films. So Jay Leno asked him what his favorite weapon was.
He said, "A smile."
Defuse a fight before it turns into one, and creepy guy you don't like might turn into OK guy who's not so bad. The best fight is the one you don't have.

well a look can mean several things however in the case of him likeing you, i'd either ask him to stop or plainly tell him you do not feel the same way, if neither of these works i'd say find some way of getting a higher authority to ask him to stop, sometimes looks can turn into harsher more violent forms of attraction, be careful but remember for the moment you can always walk away and pay no attention, hopefully it will stop, put if it gets worse confront him and get help.

Staring can be very creepy. There is a big difference between a lingering glance and getting all stalker-stare.
If somebody I'm not into stares at me I ignore him.

politely ask him why he is staring at you. if he says he likes you, inform him that you do not like him, be sure to be conscious of his feelings as not to upset him. if he continues staring, you may need to get a outside party involved. do this only at your own digression because sometimes some one else could make your problem worse.

um, i tend to make it fairly obvious that i don't like it/him with body language etc.
but if that doesn't work i will talk to him (in)directly about 'someone else' who's doing the exact thing that he's been doing, to someone else and explain why it's awlful and how i can never have any real respect for it, yuk. etc. etc...
