At a pound or shelter or maybe the breed rescues for the actual breeds of West Highland Terriers or Shih Tzu (NOT Shitzu) as they sometimes try to helpplace the mixed breed mongrels related to their breed.

you can go to anypets.com.com and they will help you to find the bread of dog you are looking for. the pets that the find homes for are garunted to be health and if something is wrong they will replace it.
