A. attach dry mount tissue to print
B. attach a double layer of kraft paper to the mounting tissue
C. use a press or household iron to mount
D. Remove print from heat and place a weight on top.

B -- kraft paper.
The mount tissue isn't sticky until it's activated by heat, so there's no reason to use kraft paper.
That's a step if you're using a mounting adhesive spray, so you can position the print on the mount board, then you slowly remove the kraft paper that's between the print and mount board (both of which have contact spray adhesive applied to them).
Not needed in dry mounting :)
