Is there a simple Audio program that allows me to cut audio, string it together, then make a music file?

Heres what I want to do. I like certain parts of certain songs. I hate listening to the whole thing to hear one verse. So I want to cut out the verses, or parts I want, and string them together, then add another track in the background so it sounds like a different song...if any of that makes sense...
