Some breeders start training puppies as soon as they are weaned.

The younger the puppy is, the less control they have over the muscles that control their ability to "hold it", but getting them familiar with going outside early on is always a good idea, even if they can't "hold it"

About 30-40 minutes after a meal or big drink, bring the puppy outside... you will eventually get a routine down, and learn your dogs cues and training will become easier.

you can start housebreaking them as soon as possible I broke my puppy when he was 8 weeks but it took about a week and a half to get him use to letting me know he had to go outside then it was easy to get him to go outside to do his thing

Lots of good answers, all of them forgot to discuss the physical ability of a dog. 8 - 12 weeks the max a dog can hold it is 3 - 4 hours. 12 - 16 weeks you can get them to hold it up to 8 hours. After 16 weeks they should be developed enough to hold it all day or all night.

You should start training your pet from the time you get it,most people gets their pets at 8 wks. old.Place the pet in a large box and line with newspaper,take it out about every 2 to 3 hours,let it potty,then bring it diectly back in and place back in box,don't allow it to play outside after it pottys.This way ,your pet will finally learn why you're putting it out,if you allow it to play after pottying then it will get confused and not understand why you're putting it out.It will take about two weeks to train your pet using this method,but it must be done on a schedule.
