If you are a backpacker, the best place in Hanoi is the Hanoi Backpacker's Hostel. In 2004-2005 I spent 8 months traveling through Asia, and this is the only place that stands out to me so much that I would recommend it emphatically.
They were very new when I stayed there. They had clean beds, big, secure lockers, free coffee and tea, free Internet access, a rooftop bar. It was a great place to meet other traveler. The staff was very friendly.
If you aren't a backpacker or you need your own room, this place might not be for you, but you are, you really should check this place out.

Be careful of the cheap places in Vietnam. They will tend to rip you off in other ways. Don't by your train tickets or your tours through the place that you are staying at.

We stayed this last summer at the Trung Nam Hai Hotel.

It was clean, friendly, safe, has lift and the price included all fees and a simple full breakfast. Cost was $25 for two beds, air, fridge and nice size room. They have cheaper rooms too.
We went on two tours they offered and were pleased with both. Reasonable and nice. cheers
